According to a research note by analyst Ming-Chi Kuo, Apple is going to release the golden master copies of iOS 5 to manufacturers in a time frame of September 23rd – September 30th. This timeframe corresponds exactly with rumors of a new hardware releases – which are slated to come out mid-October.
